PROBLEM TO BE SOLVED: To reduce an error rate of decoding results by correctly decoding Manchester encoding data without being affected by waveform distortion due to the deviation of duty with a simple circuit structure. SOLUTION: A phase synchronous circuit 1 generates a synchronizing signal n2 by adjusting a phase of the Manchester encoding data n1 and a phase in a decoding circuit 10. A sampling circuit 2 samples the encoding data n1. An edge detecting circuit 5 detects an edge of the encoding data n1 from the change of a sampling value n4. A consistency determining circuit 7 determines the consistency between an edge information determining signal n7 and an integrated value n6 of the sampling value.
