PROBLEM TO BE SOLVED: To quickly notify the occurrence of any abnormality including the contents thereof, and to accurately and quickly perform a roll call or evacuation guidance of students in a disaster prevention system in a school or the like. SOLUTION: Portable radio terminals 3, 3, ... connected through access points 2, 2, ... to a school network 1 are respectively provided with a function for performing the attendance/absence recording and confirmation (a roll call) of students or the like, a function for acquiring and displaying a proper evacuation route from the position of an accessible access point and a function for transmitting emergency notification corresponding to the abnormality contents with the location information of the accessible access point to center communication equipment 4 by a simple operation when the abnormality occurs.
