The device has a water storage (10) mounted on a support (12) and from which water flows to a water reservoir (16) in which a foam (20) is soaked. A quantity of water impregnating the foam to moisten flaps is passed between a foam`s upper surface (20A) and a moistening brush (22). The support is inclined at a determined angle relative to a horizontal reference plane (18) and the storage is inclined at an angle relative to the support.
