FIELD: oil, gas and metal mining industry, particularly to drill well and to remove pipes (standpipes). ^ SUBSTANCE: device comprises body connected to drilling tool and provided with two horizontal shafts and eccentric weight means arranged on opposite shaft ends. The drilling tool has electric motor. The horizontal shafts are coaxial one to another. Two coaxial vertical shafts are arranged transversely to horizontal ones and provided with eccentric weight means connected to opposite shaft ends. All eccentric weight means are spring-loaded relatively shaft, which carries particular eccentric weight means. Conical gear wheels are installed on free ends of each vertical shaft. Electric motor shaft is provided with gear wheel cooperating with conical gear wheels connected to horizontal shafts. A number of bodies having perpendicular shaft pairs are coaxially installed on electric motor shaft so that eccentric weight means thereof are connected with each other. ^ EFFECT: possibility to utilize vertical and horizontal disturbance force to provide vibratory rotary drilling and to extend oscillation spectrum in different planes, that is in axis direction and in perpendicular direction. ^ 1 dwg
