<p><P>PROBLEM TO BE SOLVED: To prevent reduction of steering feeling by compensating friction of an operation cable while ensuring a structure of a steering torque sensor and the degree of freedom of arrangement. <P>SOLUTION: When a steering wheel is operated to rotate a drive pulley 21, since a removal point where an inner cable 15i wound on a helical pulley groove 21a of the drive pulley 21 is removed from the pulley groove 21a is moved from point P at neutral to point Pa or point Pb, the inner cable 15i is stretched and tension is increased. Therefore, the friction between an outer tube and it is increased. Since the friction is varied according to a steering angle of the steering wheel, when assist torque is generated on an assist motor based on steering torque to assist steering operation of a driver, the assist torque generated by the assist motor is corrected based on the steering angle.
