PROBLEM TO BE SOLVED: To provide a Web server load distribution system not requiring user registration in time of access, and imparting equal access order to each user so as not to impart a heavy load to an auxiliary server. SOLUTION: A Web server 3 is provided with: an allocation rule table classifying a large number of user terminals into a plurality of user groups on the basis of user specification information, and allocation-setting different time zones or user specification information to the plurality of classified user groups; and a scheduler changing the setting at a time interval determined by the allocation rule table. When an access amount exceeds a processable amount of the Web server 3 when a large number of users access a Web site 3, effective access of the user group accessable at the time point is selected from the setting of the allocation rule table by a load distribution device 6, the selected access is supplied to an access-processing Web server 4, and the unselected access is supplied to an error-displaying Web server 5.
