<P>PROBLEM TO BE SOLVED: To provide a reforming apparatus capable of being stably operated for a long period of time, a reforming method and a fuel cell system. <P>SOLUTION: The reforming apparatus is provided for obtaining a reformed gas containing hydrogen by mixing a raw material for producing hydrogen and steam, and then applying steam reforming to the resulting mixture, wherein the reforming apparatus is provided with: a mixing means for mixing the raw material for producing hydrogen and steam; a mixing accelerating means for accelerating the mixing of the raw material for producing hydrogen and steam, which is provided downstream of the mixing means; and a reformer for reforming, in the presence of a reforming catalyst, the resulting mixture in which mixing is accelerated by the mixing accelerating means. The reforming method is provided for obtaining a reformed gas containing hydrogen by mixing a raw material for producing hydrogen and steam, and then applying steam reforming to the resulting mixture, wherein the reforming method includes: a mixing step for mixing the raw material for producing hydrogen and steam; a mixing accelerating step for accelerating the mixing of the raw material for producing hydrogen and steam after the mixing step; and a reforming step for reforming, in the presence of a reforming catalyst, the resulting mixture in which mixing is accelerated by the mixing accelerating step.
