<P>PROBLEM TO BE SOLVED: To improve the correct recognition rate of an image by an easy small-scale constitution. <P>SOLUTION: A mecha-iris 114 adjusts the quantity of light incident on a sensor 112 according to the control of a control section 130, and the sensor 112 obtains a video signal. The mecha-iris 114 can herein adjust an area covering a lens not shown in the figure for a camera 110 at multistages and control the quantity of the light projected to the sensor 112 at multistages. When an object is an image-recognition object information that afterwards requires image recognition such as character information, bar-code information or the like, the mecha-iris 114 is most stopped down by the control section 130, and the quantity of the light per unit time projected to the sensor 112 is minimized. A brightness-signal extracting section 122 extracts a brightness signal having an information only of the lightness of the subject from the audio signal.
