PROBLEM TO BE SOLVED: To realize connection among a high potential part in an envelope, the outside of the envelope and an earth potential part with a high-resistance film easy to manufacture and provided at a low cost. SOLUTION: This flat display device has the envelope where an area between a front substrate and a back substrate is brought into a vacuum atmosphere; the front substrate has a phosphor as an image display area on a glass substrate and a black matrix layer around the phosphor; and the flat display device has the high-potential part including a metal back layer on the upper surface of the phosphor and a part of the upper surface of the black matrix layer. An earthing resistor is formed around the image display area with a space; and the high-resistance film having unevenness on its upper surface is formed on the glass upper surface between the earthing resistor and the high-potential part.
