PROBLEM TO BE SOLVED: To provide a magnetic recording medium wherein an S/N ratio when reading information recorded in the magnetic recording medium is enhanced and high density recording can be carried out and to provide a magnetic recording and reproducing device. SOLUTION: In the magnetic recording medium and the magnetic recording and reproducing device, the magnetic recording medium has a substrate, an underlayer formed on the substrate and a magnetic recording layer formed on the underlayer. In the magnetic recording layer, clusters each of which is an aggregate of circular magnetic particles having an equal size and divided by an amorphous material are regularly arranged uniformly in a hexagonal lattice-shaped closest structure on the surface of the underlayer, a base material is disposed between the clusters to separate the clusters and crystal axes of the magnetic particles are made to be oriented in a specified direction as compared with the crystal orientation of the under layer.
