PROBLEM TO BE SOLVED: To provide a rolling shaft excellent in fatigue resistance and hard to develop plastic deformation by securing retained austenite quantity necessary to the surface layer on the rolling surface while keeping hardening depth into the suitable range. SOLUTION: In the rolling shaft 3 having the rolling surface relatively rolled to the mating member, the high frequency induction hardening are applied at two or more times and the retained austenite quantity of the surface layer on the rolling surface is made to be 15-40 vol% and the hardness is made to be≥650 Hv.
