<P>PROBLEM TO BE SOLVED: To provide an antiallergic cosmetic formulation which can be produced relatively inexpensively, is highly safe, and is excellent in an antiallergic effect and a moisturizing effect. <P>SOLUTION: The antiallergic cosmetic formulation contains as an active ingredient a fermentate obtained by fermenting a raw material containing at least a part selected from among leaves, stems, and roots of buckwheat (Fagopyrum esculentum) with lactobacillus and optionally yeast or a supernatant of the fermentate. This composition can be obtained by grinding a raw material containing at least a part of leaves, stems, and roots of buckwheat (Fagopyrum esculentum), forming a solution of the ground product, and subjecting the solution to fermentation with lactobacillus and optionally yeast.
