PROBLEM TO BE SOLVED: To provide an electrostatic latent image developing toner which prevents offset in a cleaning member of a fixing means corresponding to a low temperature fixing system and provides high quality image free from image fouling due to reverse transfer to a fixing means or a pressing means. SOLUTION: The toner is made by dissolving or dispersing at least binding resin and/or a precursor of the binding resin and a releasing agent into organic solvent or polymerizable monomer and then forming particles in an aqueous medium, wherein the prepolymer in the organic solvent before the particles are formed has solution viscosity of 1,000 to 3,000 mPa s at solid content concentration 51.5% and at 25°C and (1) elastic modulus G' at 120°C falls within the range of 8,000 to 15,000 Pa and (2) elastic modulus G' at 180°C falls within the range of 1,500 to 3,000 Pa. With the use of the above toner, the occurrence of image fouling due to reverse transfer can be suppressed over a long time while retaining oilless low temperature fixation.
