PROBLEM TO BE SOLVED: To correctly select a carrier frequency candidate value even if a carrier frequency is not a maximum value when laser reflection light is FM-modulated. SOLUTION: If the modulation index of FM modulation is large, attention is paid to a fact that a correct carrier frequency can not be found since a candidate value of a carrier frequency has dual mountain-shaped distribution. Any rotational frequency is not found after the carrier frequency is found, but sideband frequency candidate values are selected. An approximate value of rotational frequency is found by the majority rule of intervals between them (S21), and thereafter, a carrier frequency candidate value is found (S22). Thereafter, a rotational frequency is selected, based on a rotational frequency candidate value (S23).
