PROBLEM TO BE SOLVED: To provide a constitution enabling necessary measurements and testings in measuring electrostatic discharge resistance and electrostatic discharge failure tests in a continuity state, after the element voltage prior to a similar trigger state, by setting low the value of the input line voltage, and while maintaining at the increase rate of the input line voltage a low value. SOLUTION: In place of a part or all of existing coaxial cable 40 intervening between an impedance conversion circuit 3 and an electrostatic discharge protecting circuit 2 among the existing coaxial cables 40 in an input voltage circuit for the electrostatic discharge protecting circuit 2, a coaxial cable 4 having a characteristic impedance value lower than that of the existing coaxial cable 40 is employed, or an impedance circuit connected in parallel to the electrostatic discharge protecting circuit 2 is employed, so that the problem can be resolved in measuring the electrostatic discharge resistance and the electrostatic discharge failure tests.
