PROBLEM TO BE SOLVED: To construct a comfortable habitable space, etc., by simple construction work, to obtain excellent thermal insulation and sound insulation properties, and to assure safety upon a fire. SOLUTION: A foam base material 4 is formed of a blended fiber material 5 in which a base material fiber 2 of a polyester-based fiber and a binder fiber 3 having a low melting point lower than that of the base material fiber 2 are blended. An aluminum foil 6 coated with a binder agent 7 having the same low melting point as the binder fiber 3 or lower is bonded to a main surface of the foam base material 4 by means of thermo-compression to form an aluminum foil layer 8.
