PROBLEM TO BE SOLVED: To provide a developing device with which developer with high toner concentration stirred and mixed in a second developer storage part is always securely supplied to a first developer storage part and satisfactory image quality can be obtained by keeping toner concentration in the first developer storage part appropriate, and to provide an image forming apparatus using the developing device. SOLUTION: The developing device includes: a developer carrier 32; the first developer storage part 33a; a developer retracting part 34; a developer separating means; a second developer storage part 33b having a stir rotation member 36b; a toner storage part 35; and a partition member 39. The partition member 39 is disposed such that the end on the side of the second developer storage part 33b is situated beyond the rotation center 36o of the stir member 36b, on the side of the toner storage part 35.
