PROBLEM TO BE SOLVED: To mass-produce an electric double layer capacitor in which a device structure to which electrolyte of the electric double layer capacitor is implanted is simplified, whose manufacture cost is low and which has a sufficient battery characteristic. SOLUTION: A vacuum chamber 10 is provided with the electric double layer capacitor (capacitor 11) and an electrolyte tank 12. The electrolyte tank 12 is provided with ventilation piping 121 and supply piping 122. The vacuum chamber 10 is provided with a valve 101 and a valve 102. The valve 101 is set to close and the valve 102 to open. The vacuum chamber 10 is decompressed and gas in the capacitor 11 is sucked through supply piping 122. Gas is discharged through ventilation piping 121 and the valve 102. The valve 102 is set to close and the valve 101 to open. The vacuum chamber 10 is pressurized, and electrolyte in the electrolyte tank 12 is supplied to the capacitor 11 through supply piping 122. COPYRIGHT: (C)2006,JPO&NCIPI
