PROBLEM TO BE SOLVED: To provide a mobile communication system which can use a mobile phone without outputting a radio wave in a radio communication inhibited facility and can be introduced at low cost. SOLUTION: A mobile phone 5 has a normal radio mode and a wire mode for stopping an output a radio signal. An Internet base station device 1 is installed in the radio communication inhibited facility 8. The mobile phone 5 is shifted to the wire mode when an adapter cable 6 is connected. The Internet base station device 1 is connected to a host network controller 2 through the Internet 3, connects the mobile phone 5 in the wire mode and the network controller 2 and can use a mobile communication service using the mobile phone 5 with no radio signals outputted.
