PROBLEM TO BE SOLVED: To suppress the sinking or overshoot of an operating voltage by quickening the response speed of an operational amplifier when a microcomputer is changed from a pausing state to a start state, or from the start state to the dormant state. SOLUTION: The constant currents of each amplifier are increased/decreased according to a control signal IS to be outputted from a delay control circuit 5. The delay control circuit 5 changes a clock stop signal STP to an H level when a dormant state rush signal SL is changed to an H level, and changes the control signal IS to an L level after the lapse of the tc time. Also, when the pausing status rush signal SL is changed to the L level, the control signal IS is changed to the H level, and the clock stop signal STP is changed to the L level after the lapse of the td time. That is, when a microcomputer 2 stops and starts clock generation, each operational amplifier is held in a status that the constant currents are increased, and that the responding speed is high.
