PROBLEM TO BE SOLVED: To provide a radiographic image conversion panel which is satisfactory in moisture resistance and is also superior in shock resistance, and to provide a method for manufacturing the panel. SOLUTION: The radiographic image conversion panel has a protective layer composed of a laminated layers, by combining a polyurea (PU) film with SiOx or Al<SB>2</SB>O<SB>3</SB>so as to cover phosphors (columnar crystals), after forming a phosphor layer containing the phosphors (the columnar crystals) expressed in general Formula (1) on a support (substrate).
