PROBLEM TO BE SOLVED: To obtain reliable current integration value including currents of positive and negative directions, even though at a low cost. SOLUTION: In integrating the direct current I that alters into positive direction current (e.g. discharge current of a secondary battery) and the negative direction current (e.g. the charge current of the secondary battery), the direct current I is converted into voltage by the current-voltage converter 10, separated into a positive half-wave signal and a negative half-wave signal by the half-wave rectifier circuits 11. Each of them is rectified into direct current through the smoothing circuits 12a and 12b, inputted into the A/D converter 14, its digital data are processed by the operation process means 15, and at least the positive-side integration value or the negative-side integration value is determined.
