Method and device (I) for biological, medicinal and pharmaceutical use of nitrosyl molecules (NO) by optical stimulation of meta stable condition in nitrosyl complexes (A), comprises producing a metastable condition in (A), so that the NO-ligand near to the dissociation edge is stimulated and detaching the carrier complex, by supplying minimum energy, so that the effect of free NO in the organism or on the surface of the skin is provided.
