PROBLEM TO BE SOLVED: To impart anonymity and credit to a user in electronic commerce without presenting personal information or secret information specifying the user.

SOLUTION: A credit institution 200 which provides only credit information by managing settlement information of the user and a credit institution 300 which provides anonymity for the user are provided and a user device 100 generates pieces Q1, Q2, and Q3of anonymity credit information by dispersing and encoding the personal information or secret information of the user and distributes them to the credit institution 200, anonymity institution 300, and an electronic store 400. The credit institution performs credit information restoration and verification from the Q1and Q2. The anonymity institution receives a credit result from the credit institution to pay out an anonymity ID and performs anonymity information restoration and verification from the Q2and Q3. The electronic store provides services for the anonymity ID based upon the anonymity credit result from the anonymity institution.
