<P>PROBLEM TO BE SOLVED: To suppress the segregation of carbon to improve the sintering density even when carbon powder is added as the need arises. <P>SOLUTION: This method of manufacturing an oxide sintered compact is provided with a forming process for forming a mixture containing raw material powder, carbon powder, a non-aqueous solvent and a surfactant and a sintering process for sintering the resultant formed body to obtain the sintered compact. The segregation of the carbon powder is suppressed by incorporating the non-aqueous solvent and the surfactant.
