PROBLEM TO BE SOLVED: To provide an image processor which can suppress generation of streaks caused by irregularities of an output characteristic of an image output apparatus or can make the streaks unnoticeable, and can improve the image quality, and to provide an image output apparatus and a program. SOLUTION: Multi-gradation image data is converted to binary image data for outputting an image of a dot pattern composed of a high-density first part where dots are formed in a band shape continuing in a nozzle arrangement direction, and a low-density second part where dots are arranged and formed at random.
