PROBLEM TO BE SOLVED: To simply join two pipes so as to minimize a level difference and a gap in the inside surface of the pipes. SOLUTION: A belt-shape water cutoff material 11 having a slippery sheet laminated on one surface of a water cutoff layer is wound around the peripheries of the pipes 2, 3. A C-shape tightening band 20, which has such a flexibility and restorability that the distance between its both end portions 22 can be expanded so as to be larger than the outside diameter of the pipes, and then, can be restored to the original state, is mounted around the water cutoff material 11, and is deformed so as to have a cylindrical shape by tightening both end portions 22 of the tightening band 20. Because the water cutoff material 11 is brought into pressed contact with the pipes by means of the tightening band 20, the water-tightness and air-tightness are excellent. A tool 10 for water cutoff water having the water cutoff material 11 and the tightening band 20 can carry out not only the joint of two pipes 2, 3 but also the repair of the pipes by cutting off water.
