<P>PROBLEM TO BE SOLVED: To provide an image forming device, capable of preventing a developing agent from being unevenly distributed by equipping a predetermined toner consumption mode, even when there occurs a maldistribution of a developing agent in a development device in the axial direction due to the tilting, etc., and thereby suppressing defects of image, such as density unevenness and fogging in the succeeding image formation and providing good images. <P>SOLUTION: A developing means 24 comprises a developing agent support 32, a developing agent storage 33, a toner storage 35, a developing agent saving part 34, a developing agent separation means, a partitioning member 39, and a developing agent mixing and transporting member 36. According to the concentration of a toner in the developing agent storage 33, a two-component developing agent G introduced into the developing agent saving part 34 flows into the developing agent storage 33, while taking in the toner replenished from the toner storage 35.
