PROBLEM TO BE SOLVED: To make a display element driving device stably operate to input data even when conditions of a frequency, a source voltage, a process, temperature, etc., change. SOLUTION: The display element driving device is equipped with comparators A1 and A2 where CLKP1 and CLKN1 as differential signals are inputted to mutually opposite-phase input terminals. Then a flip-flop F1 for frequency division divides the frequency of the output of the comparator A1 and a flip-flop F2 for frequency division divides the frequency of the output of the comparator A2, and the output of the flip-flop F1 for frequency division is used as the clock of a flip-flop F3 for data input and the output of the flip-flop F2 for frequency division is used as the clock of a flip-flop F4 for data input.
