PROBLEM TO BE SOLVED: To provide the 1st agent composition for hair dyeing, having excellent miscibility with the 2nd agent, smoothly spreadable on the hair, having excellent finger combing property in rinsing and exhibiting excellent stability at a high temperature. SOLUTION: The 1st agent composition for hair dyeing or bleaching use to be used by mixing with an oxidizing agent composition contains (A) a straight-chain aliphatic alcohol, (B) a nonionic surfactant, (C) an alkaline agent and (D) water. The weight ratio of 16C compounds to 18-30C compounds in the component A [(A)<SB>C16</SB>/(A)<SB>C18-30</SB>] is≤0.1, and the weight ratio of the compounds having a 16C alkyl group in the component B [(B)<SB>C16</SB>/(B)] is 0.9-1.
