PROBLEM TO BE SOLVED: To manufacture a lidded package capable of non-linearly forming the opening edge of the lidded package by the so-called rotary bag making machine and capable of housing an article to be packaged without injuring the hand even if no glove is used. SOLUTION: The package manufacturing apparatus has an opening edge cutting part 9 for ruggedly cutting the part corresponding to the central part of the opening edge 8 of the lidded package 3 of a raw material 2, the cylindrical body molding part 15 positioned on the downstream side of the feed direction of the raw material 2 in the opening edge cutting part 9 and bending the raw material 2 to mold a cylindrical body 14, a cylindrical body cutting part 21 positioned on the downstream side of the feed direction in the cylindrical body molding part 15 and cutting the cylindrical body 14 into a predetermined length dimension to mold a green bag 22 and an end part cutting part 29 positioned on the downstream side of the feed direction in the cylindrical body cutting part 21 and cutting the parts corresponding to both end parts of the opening edge 8 in the green bag 22 to mold the whole of the opening edge 8.
