<p><P>PROBLEM TO BE SOLVED: To provide means that create a form in a folder unit by holding single record information on a form as an icon attribute and storing the icon under one or more folders. <P>SOLUTION: A form editing apparatus comprises a storage part 2 for storing four files, an input/operation part 3, a display part 1, and a central processing part 4, and, according to input information to the input/operation part 3 or the information stored in the storage part 2, edits and displays on the display part 1 any of a form, a form template, a data attribute and a template attribute.
