PROBLEM TO BE SOLVED: To prevent a user who should not sign from signing electronically, and prevent a sending telegraph fitted with an electronic signature from being made with an invalid electronic certificate. SOLUTION: This system has a first user authentication means 11 by user IDs and passwords; a signing object document preparation data input means 12 to which data for preparing a signing object document are inputted; a second user authentication means 13 for performing authentication by an IC card when it receives an electronic signature request signal from a server 2; an electronic signature processing means 14 for performing electronic signature processing with respect to the summary of the signing object document prepared by the server 2 on the basis of the data when the authentication is succeeded; and a signature data transmitting means 15 for sending the summary as a reply to the server 2. The server 2 prepares a document fitted with an electronic signature by a preparation means 26 for documents fitted with electronic signatures after receiving the summary, determining the validity of an electronic certificate, and determining whether or not the document is a signable one.
