PROBLEM TO BE SOLVED: To provide an encoding device capable of efficiently encoding an input image subjected to screen processing. SOLUTION: An image processor 2 segments a character image one character by one character from the input image 600, and executes the screen processing to the character image after initializing a phase of the screen processing for each segmented character image. By this, for example, a plurality of the character images corresponding to the identical character become the nearly identical image by being composed of a half-tone dot group in nearly identical arrangement. Consequently, it is possible to encode a plurality of the character images corresponding to the identical character at a higher compression rate by a JBIG 2 or LZ encoding method.
