PROBLEM TO BE SOLVED: To prevent secondary circulation even in unauthorized browsing and lighten a network load. SOLUTION: A saver 13 stores an open document (cipher text) 13b prepared up by ciphering an open document (clear text) and its deciphering key. A publisher 14 acquires all open documents (cipher text) 13b presently browsable from the saver 13 to sends them to a request side personal computer 20. With respect to a browsing request of any document, the publisher acquires a deciphering key corresponding to the requested document from the saver 13 to send it to the request side personal computer 20. The personal computer 20 deciphers the already received cipher texts 13b to clear texts using the deciphering key, and only displays them but is blocked from performing the saving, editing, printing, etc. COPYRIGHT: (C)2006,JPO&NCIPI
