PROBLEM TO BE SOLVED: To provide a toner fixing liquid capable of firmly fixing toner on recording paper in small amounts, not containing chemicals which greatly promote destruction of the ozone layer and heating of the atmosphere, causing neither crease nor warpage to recording paper such as paper, and capable of forming a high quality image, and to provide an image forming apparatus using the toner fixing liquid. SOLUTION: In the image forming apparatus 1 comprising a paper supply section 2, a toner image forming section 3, a fixing device 4 and a paper discharge section 5, the fixing device 4 comprises a fixing roller 32, a pressure roller 33, a fixing liquid tank 34, a fixing liquid reservoir 35, a supply roller 36 and a control blade 37, and the fixing liquid 7 stored in the fixing liquid tank 34 and the fixing liquid reservoir 35 contains a water-insoluble hydrofluoroether and an organic compound which can be dispersion-mixed with the hydrofluoroether and can swell and/or soften toner.
