PROBLEM TO BE SOLVED: To provide a radio wave reception characteristic estimating apparatus and a radio wave reception characteristic estimating method capable of considerably reducing arithmetic processing while keeping high estimating accuracy. SOLUTION: The radio wave reception characteristic estimating apparatus includes: an initial chromosome generating means 11 that regards a face or an edge of a structure as a gene and regards a path of a ray arriving at a receiving point with various optical phenomena caused by the face or the edge of the structure as a chromosome to generate the chromosome; a ray tracing means 13 for tracing the ray for an object of a path represented by the chromosome; a received power calculation means 14 for calculating received power for the path through which the ray can reach the receiving point; an adaptability evaluation means 15 for regarding the received power as the adaptability in the chromosome and ranking each chromosome depending on the adaptability: a convergence condition discrimination means 16 for discriminating whether or not the chromosome satisfies a prescribed converging condition; a chromosome regenerating means 12 for generating a predetermined number of new chromosomes when the chromosome does not satisfy the converging condition; and a reception characteristic calculation means 17 for obtaining the reception characteristic when the chromosome satisfies the converging condition.
