PROBLEM TO BE SOLVED: To provide a fixing device of an electromagnetic induction heating system that is comparatively inexpensive and compact, and to provide an image forming apparatus. SOLUTION: The fixing device 20 for fixing a toner image T to a recording medium P includes magnetic flux generating members 25 for making magnetic flux generated by the supply of power, and a heating member 31 heated by the magnetic flux. The magnetic flux generating members 25 are linear members, disposed such that each of them faces both the front surface and the back surface of heating member 31 the internal face of it.
