<p><P>PROBLEM TO BE SOLVED: To extract necessary data from a multiplexed stream and to supply an invariably correct payload to a following decoder. <P>SOLUTION: A memory control part 23 performs control so that when a packet header detection part 21 detects the packet header of one packet without any error, the payload of the packet separated by a payload separation part 22 is stored in buffer memories 24, 25, and 26.
