<p><P>PROBLEM TO BE SOLVED: To code a video to an object that is generating voice with high definition. <P>SOLUTION: A voice signal arrival direction detection circuit 104 detects a voice arrival direction from voice signals in a plurality of directions from a microphone 101. A controller 116 corrects a quantization scale value in macro block units according to the activity of the macro blocks from an activity calculation circuit 117.
