PROBLEM TO BE SOLVED: To provide a method for forming an image and an image forming apparatus by which excellent developing property can be obtained although a toner having an ultra-small particle size is used, and thereby, a visible image of high picture quality comparable to offset printing and an image having no irregular gloss between image portions and in an image part can be provided. SOLUTION: The method for forming an image includes a developing step of developing a latent image formed on the surface of a latent image carrying body with a developer containing a toner carried on a developer carrying body surface. The volume average particle size of the toner ranges from 2 to 5μm, and an image is developed while vibration energy is applied on the developer carrying body in a part corresponding to the developing region.
