PROBLEM TO BE SOLVED: To provide a fiber-reinforced plastic having both excellent dynamic properties and flame retardancy, and to provide a flame-retardant prepreg having excellent moldability and used for obtaining the fiber-reinforced plastic. SOLUTION: This flame-retardant prepreg comprising carbon fibers impregnated with an epoxy resin composition consisting essentially of the following constituents A to F. [Constituent A]: a brominated epoxy resin. [Constituent B]: a bisphenol A type epoxy resin having an epoxy equivalent of 400 to 5,500. [Constituent C]: at least one epoxy resin selected from the group consisting of novolak epoxy resins, bisphenol A type epoxy resins having epoxy equivalents of≤250, and N,N,N',N'-tetraglycidyldiaminodiphenylmethane.
