PROBLEM TO BE SOLVED: To efficiently and surely acquire detailed images of a plurality of mobiles if the plurality of mobiles are detected using a pan/tilt camera for photographing details of mobiles with fixing for retrieving the mobiles or while zooming the pan/tilt camera and the mobiles. SOLUTION: When photographing a tracking target within a photographing range using a zoom camera 20 while performing photographing over the wide range using a sensor camera 10, locations and sizes of mobiles are extracted from sensor images obtained by the sensor camera 10 that performs photographing over the wide range, by a mobile detection module 32 and one angle of view of photographing is determined from the plurality of extracted mobiles by a photographing view angle calculation module. The plurality of mobiles extracted within the photographing range of the sensor camera 10 are then photographed as tracking targets using the zoom camera 20 by a tracking target image acquisition module 34 in accordance with the location, moving speed and size of the determined angle of view.
