PROBLEM TO BE SOLVED: To maintain an initial responsiveness of an actuator 2 so as not to delay load responsiveness of an engine rotation speed even if a hysteresis width of the actuator 2 is increased with a secular change in the actuator 2. SOLUTION: A rotation speed judging means 61 judges whether or not an engine rotation speed is bigger than a prescribed rotation speed. A dither width setting means 62 increases a dither width of a dither current when an engine rotation speed is judged to be bigger than a prescribed rotation speed by the rotation speed judging means 61.
