PROBLEM TO BE SOLVED: To provide a horizontal load elastically bearing device which is incorporated in a functional discrete bearing, wherein the device can exert a predetermined damper function at the time of an earthquake or under the condition of strong wind, even if a vertical load is applied to the device. SOLUTION: According to the structure of the horizontal load elastically bearing device, a sole plate 5 is arranged on a laminated rubber bearing 2 via upper shoes 3, and a base plate 15 is arranged below the laminated rubber bearing 2 via lower shoes 13. Each upper shoe 3 has its frame body 3a supported on an outer periphery of a substrate 3c via an elastic layer 3b. The frame body 3a is mounted on the sole plate 5, and the substrate 3c is mounted on the laminated rubber bearing 2. By virtue of this structure when a vertical load is applied to the horizontal load elastically bearing device 1, the vertical load is absorbed by shear deformation of the elastic layer 3b of the upper shoe 3.
