PROBLEM TO BE SOLVED: To provide a thermal insulation panel capable of rationalizing a manufacturing process, and capable of reducing cost, by omitting these processes, due to conventionally requiring a process of applying an adhesive and an adhering process, since the thermal insulation panel is manufactured by adhesion using the adhesive for integrating a metallic plate and a thermal insulation layer. SOLUTION: This thermal insulation panel is provided by forming the thermal insulation layer formed by integrally molding a foaming synthetic resin on the metallic plate of treating a surface by a thermoplastic synthetic resin compatible with the foaming synthetic resin. The thermal insulation panel is integrally molded with the thermal insulation layer by heating and foaming by a heating medium such as steam, by filling the foaming synthetic resin between the two metallic plates surface-treated by the thermoplastic synthetic resin.
