PROBLEM TO BE SOLVED: To provide an image processing apparatus which can reduce the noise of various imaging devices with a low-cost configuration and to provide an electronic camera, a scanner, a method of processing an image and an image processing program. SOLUTION: A representative noise characteristic memory 4 stores the corresponding relationship of the output signal of the imaging device used as a reference and a first noise value, and outputs the first noise value of the imaging device as a reference corresponding to the signal level value of the signa outputted from an average value calculating unit 3. A noise value correcting unit 5 corrects the inputted first noise value to the second noise value corresponding to the imaging device 1 by using a predetermined variable which relates the noise characteristics of the imaging device as a reference and the imaging device 1. A noise decision unit 6 decides whether the noise of a view pixel is reduced or not. A data output unit 7 selects output data based on the decision results of the noise decision unit 6.
