PROBLEM TO BE SOLVED: To provide a loading device and a carrier serving also as a saddle cover by turning a child riding-on cycle chair, a basket of an article storing device, and the carrier being loading devices of a bicycle. SOLUTION: The loading device 1 is divided into a fixed body part 2 and a rotary body part 3, a fixed body part 1 is fixed to the carrier 6 of the bicycle, and a turning body part 3 is pivotally and turnably fixed to the fixed body part 2.
