PURPOSE:To obtain fuel resources convenient to handle by disposing a conveying and compressing device for bulky refuse having 50-90% water content, a device for compressing and rolling mechanically the reduced refuse and a dehydrator for compressed and rolled refuse. CONSTITUTION:A crude refuse or the like 1 charged through a feed port 2 is sandwiched from both sides by means of guide conveyors 3A, 3B and is gradually compressed to <=1/3 of the original size. The compressed refuse 1 is fed to compressors 4, 5 and as the refuse passes through compressing rolls 4A, 4B and compressing rolls 5A, 5B, the refuse is made into a flat plate shape. The plate-shaped refuse is fed to a dehydrator 6, where the refuse is compressed and dehydrated by dehydrating rolls 6A, 6B, and the hard and combustible plate- shaped refuse having <=30% water content is obtd. The plate-shaped refuse is introduced into a molding device 7, where the refuse is cut to desired shapes of a bar, wire, etc. by means of slitter rolls 7A, 7B.
