The retarder includes two series of jaws (6) disposed on both sides of each of two rails (2) of a track, and equipped with shoes (7) for tightening the wheels (10) of a railroad car. The shoes made of steel are machined from their braking side (8) along transversal grooves for preventing the longitudinal propagation of the vibrations along the series of jaws in the direction of the rails.
